This study seeks to discuss the topic of "citizenship and the issue of the state in Islamic thought " through a critical historical methodology which transcends the historical approaches of those Islamic and secular orientations referred to above , which were a reason for the failure of the Islamic and secular projects in the Muslim world. Having mentioned the failure of some Islamic experiments, we should not be unaware of the failure of the secular projects nationalist projects in the Arab region.
